The PADS system is a simplified, predetermined motion time system which analyses the sequences of manual actions performed in office work and assigns to each sequence a data code and time determined by the method used in the performance of the sequence.  
     
  By adding up the individual sequence times, the total time for a task is obtained.  
     
  PADS is a two-level data system consisting of:  
     
   
Simplified PMT data (PMT-X)  
       
    PADS-1 is derived from the data system formally known as MTM-X (PMT-X). This data system was originally developed for the former UK MTMA by statistical simplification of the more detailed MTM-1data.  
     
   
Sequences of familiar office activities  
       
    PADS-2 is composed of commonly occurring sequences of Level 1 actions which are not, in themselves, complete tasks.  
     
  The level used for evaluating existing procedures and tasks in a normal office environment is PADS-2, which is based on average methods for a broad range of familiar office activities. Detailed analyses for these sequences are expressed in terms of PADS-1 data as appropriate. This allows an analyst to recognise work which differs significantly from that on which the PADS-2 data were based and to re-analyse it directly to reflect the method used. Such analyses can then be coded and used to supplement the PADS-2 data for future use. This is an essential feature of any office data system.  
     
  Once the application of Level 1 & 2 data is underway it is possible to further enhance the database by using a combination of both levels to produce 'higher level' data blocks. These are usually 'environment specific' and relate to work carried out within the user organisation.  
     
  However, should the level of application permitted by PADS-1 and PADS-2 be to detailed, then consideration of a higher level system may be justified.  
     
  In this case GSD Ltd would recommend the consideration of Commercial Work Data (CWD).  
     
 
     
  PADS is designed for use by in Process Analysis, Process Management, Method Study, Process Improvement, Workload Balancing and Workload Planning as well as many other areas. It is intended for those who require a simple, effective means of evaluating methods and estimating the times required for all detailed clerical activities.  
     
  PADS is an independent, simplified system. There is no requirement for analysts to be trained or qualified in any other PMT system.

    There are nine actions in the PADS-1 system. Only Get and Put are subdivided by their time-determining variables of distance and complexity. All other actions are represented by single average times. Coding is mnemonic and simple.

    PADS-1 contains 19 motion-time standards. The motions are mutually exclusive and no motion can be sub-analysed in terms of others on the data card. No allowances are included in the data for compensatory rest or other purposes.

    PADS-2 is the general level of data. Most analysis of office work is done using this level of PADS. It is a valuable tool for most design and Improvement purposes.  
       
    The nature of administrative work means that PADS-2 is not, and cannot be, exhaustive. The data blocks and their associated time standards represent good, average ways of performing the elements of a broad range of office tasks. Office equipment and practices are varied and are being constantly updated. A valid data system must recognise this and retain sufficient flexibility and analysis features to allow for supplementary data development and modification.
